Every 15 Minutes

Recently Bob's SCAR program on substance abuse was given at a high school in conjunction with the EVERY 15 MINUTES program, developed in 1995 by the Chico Police Department and funded by the California State Office of Traffic Safety and the Department of Alcoholic Beverage Control for that state. The program got its name from statistics that stated that every 15 minutes someone in the United States dies from an alcohol related accident. They also concluded that teens make up most of the deaths that are caused each year: "The three leading causes of death among adolescents are accidents, suicide, and homicide and all have been linked to alcohol use."


Just as the SCAR program, this interactive program, involving the students themselves, educates and challenges juniors and seniors to make better choices about alcohol and drunk driving. A student is removed from class every 15 minutes throughout the school day and represents the "living dead" for the remainder of that day in school. Their face is painted white and each student is given a T-shirt with the "Every 15 Minutes " logo. Their obituary is read to the remaining students by either a police officer or counselor and then posted in the classroom as a reminder of that students "death."

The SCAR program was given at the end of the day with the "living dead" students seated on stage with Bob, their faces painted white. Together, SCAR and Every 15 Minutes offered a powerful message to the 11th and 12th graders about the deadly combination of drugs, alcohol, and driving.

My goal is very simple: by sharing the experiences I have had, I would like to help kids grow up to achieve their own personal best without drugs and alcohol.
